ఎన్నో సంవత్సరాలుగా అనుభవించడమే తప్ప ఇతర అవస రాలకు అమ్ముకోవడానికి వీల్లేకుండా పోయిన గ్రామకంఠం భూముల రిజిస్ట్రేషన్లకు ప్రభుత్వం వెసులుబాటు కల్పించింది. ఎంతో మందికి ఉప యోగపడే ఈ నిర్ణయంతో పేదలు ఆనందం వ్యక్తం చేస్తున్నారు. ఆయా స్థలాల్లో నివాసం ఉంటున్న వారి పేరున రిజిస్ట్రేషన్ సులభంగా చేసుకునే అవకాశం వచ్చింది. స్పష్టమైన డాక్యు మెంట్లు లేని పాత ఇళ్లకు, పూర్వీకుల స్థలాలకు ప్రభుత్వ నిర్ణయంతో చట్టపరంగా హక్కులు లభి స్తాయని చెబుతున్నారు. గ్రామకంఠంలో నమోదై ఇంటి పన్ను, ఖాళీ స్థలం పన్ను ఉంటే ఎలాంటి పత్రాలు లేకుండా రిజిస్ట్రేషన్ చేసే అవకాశం కల్పించారు. ఎలాంటి ధ్రువపత్రాలు, కాగితాలు లేవని, ఆస్తి వారసత్వంగా వచ్చిందని స్వీయ ధ్రువీకరణ ఇచ్చినా సరిపోతోందని, ఈ తరహా నిబంధనలతో సంబంధిత స్థలాలకు రిజిస్ట్రేషన్ చేయొచ్చని ప్రభుత్వం సబ్ రిజిస్ట్రార్ కార్యాలయాలకు సైతం ఉత్తర్వులు జారీ చేసింది.
పెరగనున్న రిజిస్ట్రేషన్లు – అదనపు ఆదాయం
ఈ సందర్భంగా జిల్లా రిజిస్ట్రార్ కె. శ్రీనివాస్ మాట్లాడుతూ :
ప్రస్తుతం గ్రామకంఠం ఆస్తులకున్న అడ్డంకులు తొలగిపోవడంతో వీటికి సంబంధించిన రిజిస్ట్రేషన్లు, ఆదాయం పెరగనుందని, ఈ స్థలాల రిజిస్ట్రేషన్లు దాదాపుగా 16 శాతం పెరిగే అవకాశం ఉందని, జిల్లావ్యాప్తంగా రిజిస్ట్రే షన్ శాఖకు నెలకు రూ.3 కోట్ల అదనపు ఆదాయం వచ్చే అవకాశాలున్నాయన్నారు.

The Government has facilitated the registration of Grama Kantham (village site) lands, removing long-standing obstacles that prevented owners from legally selling or transferring their properties despite possessing and utilizing them for many years.
This landmark decision has brought relief and happiness to thousands of economically weaker families. Residents who have been living on such lands can now easily register the properties in their names. The move is expected to provide legal ownership rights to occupants of old houses and ancestral properties that lack clear documentation.
Under the new guidelines, properties classified as Grama Kantham with records of house tax or vacant land tax can be registered even without supporting ownership documents. Individuals may submit a self-declaration stating that the property was inherited and that no documentary evidence is available. Based on such declarations, registrations can now be processed.
The Government has also issued instructions to Sub-Registrar Offices across the State to implement these provisions.
Registrations Expected to Increase – Additional Revenue Likely
Speaking on the occasion, District Registrar K. Srinivas stated that the removal of restrictions on Grama Kantham properties is expected to significantly increase property registrations and departmental revenue.
He noted that registrations related to such properties are likely to rise by nearly 16 percent, and the Registration Department is expected to generate an additional ₹3 crore in revenue per month across the district.
