కొల్లేరు ఆక్వా రైతుల కష్టాలకు ముగింపు పలికే రోజు త్వరలోనే వస్తుందన్నారు ఏలూరు ఎంపీ పుట్టా మహేష్ కుమార్. మంగళవారం ఢిల్లీ లో కేంద్ర పర్యావరణ, అటవీ శాఖ మంత్రి భూపేంద్ర యాదవ్ ను, కేంద్ర సాధికార కమిటీ (CEC) సభ్యుడు సీపీ గోయల్ ను కలిసిన ఎంపీ కొల్లేరు సమస్యపై చర్చించారు. చర్చల సారాంశాన్ని వీడియో ద్వారా మీడియాకు విడుదల చేశారు.
లక్షలాది ఆక్వా రైతుల, ప్రజల ప్రయోజనాలకు సంబంధించిన కొల్లేరు సమస్యపై దృష్టి పెట్టాలని కేంద్ర పర్యావరణ, అటవీ శాఖ మంత్రికి ఇచ్చిన లేఖలో కోరినట్లు ఎంపీ తెలిపారు. ఈ సమస్యపై ఆంధ్రప్రదేశ్ ఫిష్ ఫార్మర్స్ అసోసియేషన్ అధ్యక్షులు ఎన్.వి. రామరాజు ఇచ్చిన వినతి పత్రాన్ని కేంద్ర మంత్రికి ఇచ్చిన లేఖకు జత చేశారు. కొల్లేరు వన్యప్రాణి సంరక్షణ క్షేత్ర సరిహద్దుల నిర్ణయంలో సుదీర్ఘ జాప్యం జరుగుతుండటం పట్ల ఎంపీ పుట్టా మహేష్ కుమార్ తన లేఖలో ఆందోళన వ్యక్తం చేశారు.
కేంద్ర మంత్రికి ఇచ్చిన లేఖలో సుప్రీంకోర్టు ఆదేశాలు, అనంతరం కొల్లేరు సరస్సు ప్రాంతాన్ని కేంద్ర సాధికార కమిటీ (CEC) సందర్శించిన అంశాలను ఎంపీ ప్రస్తావించారు. అయితే, సుప్రీంకోర్టు ఆదేశాల పరిధిని మించి CEC రాష్ట్ర ప్రభుత్వాన్ని అదనపు సమాచారం కోరడం వల్ల మరిన్ని సంక్లిష్టతలు ఏర్పడటమే కాకుండా, కొల్లేరు వన్యప్రాణి సంరక్షణ క్షేత్ర సరిహద్దుల హేతుబద్దీకరణపై జాతీయ వన్యప్రాణి మండలి ఇచ్చిన సూచనల అమలులో తీవ్ర జాప్యం జరుగుతోందని ఎంపీ తన లేఖలో ఆందోళన వ్యక్తం చేశారు.
సుదీర్ఘ కాలంగా సమస్య పరిష్కరించని కారణంగా స్థానిక ప్రజలు తీవ్రమైన ఇబ్బందులు ఎదుర్కొంటున్నారన్నారు. ఈ ప్రాంతంలోని తొమ్మిది మండలాల పరిధిలో 122 గ్రామాల్లో నివసిస్తున్న దాదాపు మూడు లక్షల మంది ప్రజలు వ్యవసాయం, మత్స్యకార వృత్తిపై ఆధారపడి జీవిస్తున్నారని, ఈ సమస్య వల్ల వారి జీవనోపాధి ప్రభావితమవుతోందని చెబుతూ సమస్య తీవ్రతను కేంద్రం దృష్టికి తీసుకొచ్చే ప్రయత్నం చేశారు.
ఈ నేపథ్యంలో, పర్యావరణ పరిరక్షణకు భంగం కలగకుండా, అదే సమయంలో స్థానిక ప్రజల న్యాయసమ్మత హక్కులు, జీవనోపాధి కాపాడేలా కేంద్ర ప్రభుత్వం మానవీయ దృష్టితో జోక్యం చేసుకుని సమస్యను త్వరితగతిన పరిష్కరించాలని ఎంపీ పుట్టా మహేష్ కుమార్ కేంద్ర పర్యావరణ, అటవీ శాఖ మంత్రి భూపేంద్ర యాదవ్ కి విజ్ఞప్తి చేశారు.
అనంతరం మీడియాకు విడుదల చేసిన ప్రకటనలో ఎంపీ మాట్లాడుతూ.. కేంద్ర మంత్రి, సీఈసీ సభ్యులు కొల్లేరు సమస్య పట్ల సానుకూలంగా స్పందించినట్లు ఎంపీ తెలిపారు. రాష్ట్ర ప్రభుత్వం నుంచి కొద్ది రోజుల్లో సమాచారం సుప్రీం కోర్టు నియమించిన సాధికారిక కమిటీకి చేరుతుందని, అనంతరం నివేదిక తయారు చేసి సుప్రీం కోర్టుకు సమర్పిస్తామని వారు హామీ ఇచ్చినట్లు ఎంపీ పుట్టా మహేష్ కుమార్ వివరించారు.
కొల్లేరు రైతాంగానికి అనుకూలంగానే సుప్రీం కోర్టు తీర్పు వస్తుందనే అశాభావాన్ని ఎంపీ వ్యక్తం చేశారు. అదేవిధంగా రాష్ట్రంలోనే ఎక్కువగా కోకో పంట సాగు చేస్తున్న ఏలూరు జిల్లాను కోకో హబ్ గా తయారు చేసేందుకు ముఖ్యమంత్రి ఆదేశించారని, కోకో క్లస్టర్ ఏర్పాటుతో ఏలూరు జిల్లా కోకో ఉత్పత్తుల తయారీ కేంద్రంగా మారబోతోందని ఎంపీ పుట్టా మహేష్ కుమార్ సంతోషం వ్యక్తం చేశారు.

The day will come soon when the hardships of Kolleru Aqua farmers will end, said Eluru MP Putta Mahesh Kumar. The MP, who met Union Environment and Forest Minister Bhupendra Yadav and Central Empowered Committee (CEC) member CP Goyal in Delhi on Tuesday, discussed the Kolleru issue. The summary of the discussions was released to the media through a video. The MP said that in his letter to the Union Environment and Forest Minister, he has requested him to focus on the Kolleru issue, which is of interest to lakhs of aqua farmers and the public. The letter to the Union Minister was accompanied by a letter from Andhra Pradesh Fish Farmers Association President N.V. Ramaraju on this issue. In his letter, MP Putta Mahesh Kumar expressed concern over the long delay in deciding the boundaries of Kolleru Wildlife Sanctuary.
In his letter to the Union Minister, the MP mentioned the Supreme Court orders and the subsequent visit of the Central Empowered Committee (CEC) to the Kolleru Lake area. However, the CEC, going beyond the scope of the Supreme Court orders, has not only created further complications but also expressed concern that there is a serious delay in the implementation of the instructions given by the National Wildlife Council on the rationalization of the boundaries of Kolleru Wildlife Sanctuary. He said that the local people are facing serious problems due to the long-standing unresolved issue. He said that nearly three lakh people living in 122 villages in nine mandals of this region depend on agriculture and fishing and their livelihood is being affected by this issue, and he tried to bring the seriousness of the issue to the attention of the Centre. In this context, MP Putta Mahesh Kumar appealed to Union Environment and Forest Minister Bhupendra Yadav to intervene with a humanitarian perspective and resolve the issue expeditiously without disturbing the environment and at the same time protecting the legitimate rights and livelihood of the local people.
Speaking in a statement released to the media later, the MP said that the Union Minister and CEC members have responded positively to the Kolleru issue. They have assured that the information from the state government will reach the empowered committee appointed by the Supreme Court in a few days, and then a report will be prepared and submitted to the Supreme Court, MP Putta Mahesh Kumar explained. The MP expressed his hope that the Supreme Court verdict would be in favor of the Kolleru farmers. Similarly, the Chief Minister has ordered to make Eluru district, which is the largest cocoa growing district in the state, a cocoa hub, and MP Putta Mahesh Kumar expressed his happiness that with the establishment of a cocoa cluster, Eluru district is going to become a cocoa product manufacturing center.
