ఆంధ్రప్రదేశ్ మోటారు వాహనాల పన్ను చట్టం, 1963ను సవరించేందుకు రాష్ట్ర ప్రభుత్వం 13.01.2026న “ఆంధ్రప్రదేశ్ మోటారు వాహనాల పన్ను (సవరణ) ఆర్డినెన్స్–2026” ను జారీ చేసినట్లు జిల్లా రవాణా అధికారి సురేష్ తెలిపారు.
ఈ ఆర్డినెన్స్ వెంటనే జనవరి 13 నుంచి అమలులోకి వచ్చిందని తూర్పుగోదావరి జిల్లా వాహన వినియోగదారులకు ఈ సందర్భంగా తెలియ చేయడం జరుగుతోందని వెల్లడించారు. రహదారి భద్రత రాష్ట్ర ప్రభుత్వానికి కీలక ప్రజా విధాన ప్రాధాన్యతగా మారిందని పేర్కొన్నారు. రాష్ట్రంలో రహదారి ప్రమాదాలు, మరణాలు, గాయాలకు ఇంజనీరింగ్ లోపాలు, నాసిరకం రహదారి నిర్మాణాలు, భద్రతా మౌలిక వసతుల కొరత, సరిపోని రహదారి సంకేతాలు వంటి అంశాలు కారణమని తెలిపారు. వీటిని పరిష్కరించేందుకు నిరంతర రహదారి నిర్వహణ, ప్రమాదకర ప్రాంతాల అభివృద్ధి, భద్రతా మౌలిక వసతుల కల్పన కోసం ప్రత్యేక ఆర్థిక వనరులు అవసరమని వివరించారు.
భారత ప్రభుత్వం మోటారు వాహనాలపై జీఎస్టీని 28 శాతం నుంచి 18 శాతానికి తగ్గించడంతో వాహన ధరలు గణనీయంగా తగ్గిన నేపథ్యంలో, నామమాత్రపు అదనపు పన్ను విధించిన వాహనదారులపై పెద్ద భారం ఉండదని ప్రభుత్వం భావించినట్లు తెలిపారు. ఈ నేపథ్యంలో ఆంధ్రప్రదేశ్ మోటారు వాహనాల పన్ను చట్టం, 1963లో సెక్షన్ 3-సీని చేర్చి ‘రోడ్డు భద్రతా సెస్’ను ప్రవేశపెట్టడం జరిగిందన్నారు.
ఈ రోడ్డు భద్రతా సెస్ అనేది జీవితకాల పన్ను చెల్లించాల్సిన మోటారు వాహనాలపై రిజిస్ట్రేషన్ సమయంలో వసూలు చేయబడుతుందని ఆర్ సురేష్ తెలియచేశారు. ఈ మొత్తాన్ని రహదారి భద్రతా చర్యల అమలుకు వినియోగిస్తామని తెలిపారు. పదవ షెడ్యూల్లో పేర్కొన్న రేట్ల ప్రకారం ఈ సెస్ విధించ బడుతుందన్నారు.
రోడ్డు భద్రతా సెస్ – వర్తింపు వివరాలు తెలియ చేస్తూ, మోటార్ సైకిళ్లు, మోటార్ కార్లు, మోటార్ క్యాబ్లు 3000 కిలోల కంటే తక్కువ బరువున్న 4 చక్రాల గూడ్స్ వాహనాలు (GVW) నిర్మాణ సామగ్రి వాహనాలు జీవిత పన్ను వర్తించే ఇతర వాహనాలుపై, వాహనాలపై చెల్లించాల్సిన జీవిత పన్నులో 10 శాతం రోడ్డుభద్రతా సెస్ గా వసూలు చేయబడుతుందని తెలిపారు.
ఈ సెస్ 13.01.2026 నుంచి అమల్లోకి వచ్చినట్లు, ఆ తేదీ లేదా తదుపరి తేదీల నుంచి వాహన డీలర్ల వద్ద కొత్తగా కొనుగోలు చేసిన వాహనాలకు, అలాగే ఇతర రాష్ట్రాల నుంచి కొనుగోలు చేసిన వాహనాలకు వర్తిస్తుందని జిల్లా రవాణా అధికారి ఆర్ సురేష్ స్పష్టం చేశారు.

The Andhra Pradesh government issued the “Andhra Pradesh Motor Vehicles Tax (Amendment) Ordinance–2026” on January 13, 2026, amending the 1963 Act to introduce a ‘Road Safety Cess,’ District Transport Officer R. Suresh announced Tuesday. Effective immediately, it targets new vehicle registrations in East Godavari to fund highway safety upgrades.
“Road safety is a top priority,” Suresh stated, citing engineering flaws, substandard roads, poor signage, and missing safety infrastructure as causes of rising accidents, deaths, and injuries. The cess will finance ongoing maintenance, black spot fixes, and safety facilities. With GST on vehicles slashed from 28% to 18%, reducing prices significantly, the nominal levy won’t burden owners much, he added. Section 3-C now mandates the cess as 10% of lifetime tax on specified vehicles, collected at registration.
It covers two-wheelers, cars, taxis, light goods vehicles under 3,000 kg GVW, construction equipment, and others liable for lifetime tax—as per the 10th Schedule rates. Purchases from dealers post-January 13, or vehicles bought from other states, attract the levy.
Suresh urged vehicle users to note the change for seamless compliance. The measure aligns with national road safety goals amid Andhra’s accident surge.
