సర్వీసులో ఉన్న ఉపాధ్యాయులందరూ ఉపాధ్యాయ అర్హత పరీక్ష (TET) లో ఉత్తీర్ణులు కావాలని సుప్రీంకోర్టు ఇచ్చిన తీర్పు నుంచి 2010 ఆగస్టు నాటికి సర్వీసులో ఉన్న ఉపాధ్యాయులకు మినహాయింపు ఇవ్వాల్సిందిగా ఎంపీ పుట్టా మహేష్ కుమార్ ప్రభుత్వాన్ని కోరారు. పార్లమెంటు శీతాకాల సమావేశాల సందర్భంగా గురువారం లోక్ సభలో 377 నిబంధన కింద టీచర్ల సమస్యను ఏలూరు ఎంపీ లేవనెత్తారు. సర్వీస్ లో ఉన్న ఉపాధ్యాయులందరూ రెండేళ్ల లోపు ఉపాధ్యాయ అర్హత పరీక్ష (టెట్) లో ఉత్తీర్ణులు కావాలని ఇటీవల సుప్రీంకోర్టు ఇచ్చిన తీర్పు దేశవ్యాప్తంగా లక్షలాదిమంది ఉపాధ్యాయుల్లో అనిచ్చిత వాతావరణం సృష్టించిందన్నారు.
విద్యా హక్కు చట్టం నియమాలు రూపొందించబడినప్పుడు 23 ఆగస్టు 2010 ముందు నియమితులైన ఉపాధ్యాయులకు టెట్ ఉత్తీర్ణత నుండి మినహాయింపు ఇచ్చారనే విషయాన్ని ఎంపీ పుట్టా మహేష్ కుమార్ స్పీకర్ దృష్టికి తీసుకువచ్చారు.15 నుంచి 30 సంవత్సరాలుగా సర్వీసులో ఉండి పాఠశాల విద్యా వ్యవస్థకు వెన్నుముకగా మారిన ఉపాధ్యాయులకు ఇప్పుడు టెట్ పరీక్ష ఉత్తీర్ణులు కావాలని చెప్పటం ఆందోళన కలిగిస్తోందన్నారు. దశాబ్దాలుగా విద్యార్దులను తీర్చిదిద్దుతూ, తమ కెరీర్లో ఒక దశకు చేరిన ఈ ఉపాధ్యాయులను ఇప్పుడు ఈ ఎంట్రీ లెవెల్ పరీక్ష రాయమని బలవంతం చేయటం వారిని తీవ్రంగా బాధించిందన్నారు ఎంపీ పుట్టా మహేష్ కుమార్.
అనేక సంవత్సరాల అనుభవం తర్వాత ఇప్పుడు ఈ పరీక్షలో ఉత్తీర్ణులు కాలేకపోతే ఉద్యోగాలు కోల్పోయే పరిస్థితి వస్తే వేలాది తరగతి గదులు ఉపాధ్యాయులు లేని పాఠశాలలుగా మారవచ్చని ఎంపీ ఆందోళన వ్యక్తం చేశారు. అందువల్ల ఆగస్టు 2010కి నాటికి సర్వీసులో ఉన్న ఉపాధ్యాయులకు టెట్ పరీక్ష నుంచి మినహాయింపు కలిగించేందుకు విద్యా హక్కు చట్టం మరియు NCTE చట్టం 1993 కి సవరణలు చేయవలసిందిగా ఎంపీ కోరారు. ఇదే సమయంలో ఉపాధ్యాయుల ప్రయోజనాలను కాపాడేందుకు సరైన చర్యలు తీసుకోవడానికి ఉపాధ్యాయ సంఘాలతో తక్షణం సమావేశాలు నిర్వహించాలని కూడా ఎంపీ పుట్టా మహేష్ కుమార్ ప్రభుత్వాన్ని కోరారు.
కొద్దిరోజుల కిందటే ఉపాధ్యాయ సంఘాల ప్రతినిధులు ఎంపీ పుట్టా మహేష్ కుమార్ ను ఏలూరు క్యాంపు కార్యాలయంలో కలిసి టెట్ సమస్యను వివరించి ఎంపీ సహకారం కోరారు. వారికి ఇచ్చిన మాట ప్రకారం సమస్యను పార్లమెంటు సాక్షిగా కేంద్ర ప్రభుత్వం దృష్టికి తీసుకువచ్చిన ఎంపీకి ఉపాధ్యాయ సంఘాలు కృతజ్ఞతలు తెలిపాయి.

December 11: MP Putta Mahesh Kumar requested the government to exempt teachers who were in service by August 2010 from the Supreme Court’s judgment that all serving teachers must pass the Teacher Eligibility Test (TET). During the Parliament’s winter session on Thursday, the Eluru MP raised the teachers’ issue in the Lok Sabha under Rule 377. He stated that the recent Supreme Court judgment, which mandates all serving teachers to pass the Teacher Eligibility Test (TET) within two years, has created an atmosphere of uncertainty among lakhs of teachers across the country.
MP Putta Mahesh Kumar brought to the Speaker’s attention the fact that when the Right to Education Act rules were framed, teachers appointed before August 23, 2010, were exempted from passing the TET (Teacher Eligibility Test). He expressed concern that teachers who have been in service for 15 to 30 years and have become the backbone of the school education system are now being asked to pass the TET exam. MP Putta Mahesh Kumar stated that forcing these teachers, who have shaped students for decades and reached a certain stage in their careers, to take this entry-level exam is deeply distressing for them.
The MP expressed concern that if these teachers, after many years of experience, fail to pass this exam and consequently lose their jobs, thousands of classrooms could become schools without teachers. Therefore, the MP requested that amendments be made to the Right to Education Act and the NCTE Act of 1993 to exempt teachers who were in service as of August 2010 from the TET examination. At the same time, MP Putta Mahesh Kumar also urged the government to hold immediate meetings with teacher associations to take appropriate measures to protect the interests of the teachers.
A few days ago, representatives of teacher associations met MP Putta Mahesh Kumar at his Eluru camp office, explained the TET issue, and sought his support. The teacher associations expressed their gratitude to the MP for bringing the issue to the attention of the central government in Parliament, as promised.
