బ్రాండ్ లేని మరియు రిటైల్ ప్యాకింగ్ లేని తయారీ చేయని పొగాకు (unmanufactured tobacco)పై విధించిన 18% ఎక్సైజ్ డ్యూటీని కేంద్ర ప్రభుత్వం రద్దు చేసింది. ఈమేరకు కేంద్రం గెజిట్ నోటిఫికేషన్ కూడా విడుదల చేసింది. 2025 డిసెంబర్ నాటి నిర్ణయాన్ని వెనక్కి తీసుకుంటున్నట్లు నోటిఫికేషన్ లో పేర్కొన్నారు. దీనిపై ఎంపీ పుట్టా మహేష్ కుమార్ మంగళవారం మీడియాకు ఒక ప్రకటన విడుదల చేశారు. తన విజ్ఞప్తులను, ఆంధ్రప్రదేశ్ రాష్ట్ర ప్రజా ప్రతినిధుల, రైతుల విజ్ఞప్తులను మన్నించి పొగాకుపై సుంకాన్ని తొలగించినందుకు ప్రధానికి, కేంద్ర మంత్రులకు, ప్రభుత్వానికి ఎంపీ ధన్యవాదాలు తెలిపారు.
రైతుల పోరాటం, ఎంపీ మద్దతు :
పొగాకు రైతులు, రైతు సంఘాల నేతలు జనవరి మొదటి వారంలో ఎంపీ పుట్టా మహేష్ కుమార్ ను ఏలూరు లోని ఆయన క్యాంపు కార్యాలయంలో కలిసి వినతిపత్రం అందజేశారు. సుంకాల పెంపు ప్రభావంతో పొగాకు వేలం జరిగే ఫిబ్రవరి-మార్చిలో కొనుగోలుదారులు ఆసక్తి చూపకపోతే ధరలు పడిపోయే ప్రమాదం ఉందని రైతులు ఆ సందర్భంగా ఎంపీ వద్ద ఆవేదన వ్యక్తం చేశారు.
దీనిపై వెంటనే స్పందించిన ఎంపీ పుట్టా మహేష్ కుమార్ ప్రధానికి కేంద్ర మంత్రులకు లేఖలు రాయటంతోపాటు, ఢిల్లీలో కేంద్ర మంత్రులను స్వయంగా కలిసి సమస్యను వివరించారు. ఎంపీ సూచన మేరకు ఏపీకి చెందిన రైతులు కూడా కొద్ది రోజుల క్రితం కేంద్ర ఆర్ధిక మంత్రిని, ఎంపీ లను కలిసి స్వయంగా విజ్ఞప్తి చేశారు. ఈ ట్యాక్సుల పెంపుతో పొగాకు ఉత్పత్తుల అమ్మకాలపై తీవ్ర ప్రభావం పడుతుందని, ఈ కొత్త పన్నులను పునఃపరిశీలించాలని విన్నవించారు.
దీనిపై కేంద్ర మంత్రులు సానుకూలంగా స్పందించారు. ఏలూరు ఎంపీ చొరవ ఫలితంగానే పొగాకు రైతులకు ఊరట కలిగించే నిర్ణయం వచ్చిందని భావిస్తున్నారు. పొగాకుపై, పొగాకు ఉత్పత్తులపై అదనంగా విధించిన జీఎస్టీ, ఎక్సైజ్ డ్యూటీని తగ్గించాలని ప్రధాన మంత్రికి, కేంద్ర ఆర్థిక శాఖ మంత్రికి, వాణిజ్య శాఖ మంత్రికి, ఇటీవల తాను లేఖ రాసిన విషయాన్ని ఎంపీ పుట్టా మహేష్ కుమార్ మంగళవారం విడుదల చేసిన ప్రకటనలో గుర్తు చేశారు.
ముఖ్యంగా ఆంధ్ర ప్రదేశ్ లో ఫ్లూక్యూర్డ్ వర్జీనియా (FCV) పొగాకు పండించే రైతుల కష్టాలపై ఎంపీ పుట్టా మహేష్ కుమార్ కేంద్ర మంత్రులకు, ప్రధానికి సుదీర్ఘ లేఖలు రాసారు. అందులో, ఇప్పటికే సాగు ఖర్చులు పెరిగి అప్పుల పాలవుతున్న పొగాకు రైతులకు ఈ పన్ను పెంపు తీరని భారంగా మారుతుందని ఎంపీ పేర్కొన్నారు. 2014లో 22 శాతం పన్ను పెంచినప్పుడే ముడి పొగాకు ధరలు 20 నుంచి 30 రూపాయలకు తగ్గాయని, ఇప్పుడు పెంచిన పన్నుల వల్ల కిలోకు 60 నుంచి 70 రూపాయల వరకు తగ్గిపోతాయని ఎంపీ తన లేఖలో ఆందోళన వ్యక్తం చేశారు.
దీంతో పాటు జింబాబ్వే, మలావి, బ్రెజిల్, మొజాంబిక్ వంటి దేశాలలో రికార్డు స్థాయిలో పొగాకు ఉత్పత్తి జరుగుతున్న కారణంగా భారత్ నుంచి ఎగుమతి మార్కెట్లు కూడా ఒత్తిడికి గురవుతున్నాయని ఎంపీ పేర్కొన్నారు. ఎక్సైజ్ సుంకం పెంపు ఇతర దేశాల నుంచి అక్రమ పొగాకు రవాణాకు కూడా కారణం అవుతుందన్నారు. ఈ విషయాలను దృష్టిలో ఉంచుకొని పెంచిన ఎక్సైజ్ సుంకాలను సమీక్షించాలని కేంద్ర మంత్రులను ఎంపీ పుట్టా మహేష్ కుమార్ కోరారు.
రైతులకు ఊరట :
ఎంపీ విజ్ఞప్తులు, రైతుల ఆందోళనలతో కేంద్రం పునః పరిశీలన చేసి, పెంచిన పన్ను రద్దు చేస్తూ నిర్ణయం తీసుకుంది. అయితే, సిగరెట్లపై పన్నులు యథాతథంగా కొనసాగుతాయి. ఈ మినహాయింపు బ్రాండ్ పేరు లేని మరియు రిటైల్ అమ్మకం కోసం ప్యాక్ చేయని పొగాకుకు మాత్రమే వర్తిస్తుంది. అధిక పన్నుల కారణంగా రైతుల ఆదాయం తగ్గుతుందని ఆందోళనల నేపథ్యంలో, ఈ నిర్ణయం పొగాకు సాగుదారులకు, ముఖ్యంగా ఆంధ్రప్రదేశ్ రైతులకు కేంద్ర నిర్ణయం పెద్ద ఉపశమనంగా చెప్పవచ్చు. ఈ చర్య పొగాకు మార్కెట్ను స్థిరీకరించడానికి మరియు రైతుల జీవనోపాధిని రక్షించడానికి దోహదపడుతుందని భావిస్తున్నారు. ఇది పొగాకు రైతులపై పన్ను భారాన్ని తగ్గిస్తుంది.

The Central Government has abolished the 18% excise duty levied on unmanufactured tobacco that is not branded and not in retail packaging. The Central Government has also issued a gazette notification to this effect. The notification states that the decision taken in December 2025 is being reversed. MP Putta Mahesh Kumar issued a statement to the media regarding this on Tuesday. The MP thanked the Prime Minister, the Union Ministers, and the government for heeding his appeals and the appeals of the public representatives and farmers of Andhra Pradesh state and removing the duty on tobacco.
Farmers’ struggle, MP’s support :
In the first week of January, tobacco farmers and leaders of farmers’ associations met MP Putta Mahesh Kumar at his camp office in Eluru and submitted a memorandum. On that occasion, the farmers expressed their concern to the MP that if buyers do not show interest during the tobacco auction in February-March due to the impact of the increased duties, there is a risk of prices falling. Responding immediately to this, MP Putta Mahesh Kumar wrote letters to the Prime Minister and Union Ministers, and also personally met with the Union Ministers in Delhi to explain the problem. Following the MP’s suggestion, farmers from Andhra Pradesh also met with the Union Finance Minister and other MPs a few days ago and made a direct appeal. They requested that the new taxes be reconsidered, stating that the increase in these taxes would severely impact the sales of tobacco products. The Union Ministers responded positively to this. It is believed that the decision to provide relief to tobacco farmers came as a result of the initiative taken by the Eluru MP.
In a statement released on Tuesday, MP Putta Mahesh Kumar recalled that he had recently written letters to the Prime Minister, the Union Finance Minister, and the Commerce Minister requesting a reduction in the additional GST and excise duty levied on tobacco and tobacco products. Specifically, MP Putta Mahesh Kumar wrote detailed letters to the Union Ministers and the Prime Minister regarding the hardships faced by farmers cultivating Flue-cured Virginia (FCV) tobacco in Andhra Pradesh. In these letters, the MP stated that this tax increase would become an unbearable burden for tobacco farmers who are already facing increased cultivation costs and accumulating debts. The MP expressed concern in his letter that when the tax was increased by 22 percent in 2014, the prices of raw tobacco fell by 20 to 30 rupees per kilogram, and now, with the increased taxes, the price would fall by 60 to 70 rupees per kilogram. The MP stated that due to record-level tobacco production in countries like Zimbabwe, Malawi, Brazil, and Mozambique, India’s export markets are also facing pressure. He added that the increase in excise duty would also lead to illegal smuggling of tobacco from other countries. Considering these issues, MP Putta Mahesh Kumar requested the Union Ministers to review the increased excise duties.
Relief for farmers :
Following the MP’s appeals and farmers’ protests, the central government reconsidered the decision and revoked the increased tax. However, taxes on cigarettes will remain unchanged. This exemption applies only to unbranded tobacco and tobacco not packed for retail sale. Amid concerns that high taxes would reduce farmers’ income, this decision comes as a major relief for tobacco cultivators, especially those in Andhra Pradesh. This measure is expected to help stabilize the tobacco market and protect the livelihoods of farmers. It will reduce the tax burden on tobacco farmers.

Tobacco farmers expressed their gratitude to Eluru MP Putta Mahesh Kumar, other Members of Parliament, the Tobacco Board Chairman, the Andhra Pradesh state government, and the central government for bringing the issue of the losses incurred by farmers due to the tax increase to the attention of the Prime Minister and Union Ministers, and for their efforts in getting the proposal withdrawn.
